Palliation a definitive approach towards ESD's (End Stage diseases)
An emerging and health deteriorating situation presently in India part of Kashmir is of appearance in silent diseases, Non-communicable diseases and End stage diseases. All these types of diseases hit the population folks with increasing life expectancy and risk factors of change in lifestyles.
In the modern age life expectancy is increasing and deaths are either due to Cardiovascular diseases which play an important role in silent and non - communicable diseases. Other diseases like Cancers, Multiple Myeloma, Stroke, COPD, Dementia, CKD, CLD, Alzheimer's disease, and HIV fall into this group of diseases.
A survey on a preliminary basis is self-explained and an exemplary precondition revealed by gathering data from 1 block. A small block of the district has 50 cancer patients and a district approx for 150 confirmed cases who are on treatment. So in J&K, there are 22 Districts there might be a huge number scattered and hidden due to societal pressure, poverty or economic crises. The approximate toll is 3300 cases of Cancers known. The rest of the end-stage diseases have huge data. Need full surveillance and detailed reports about Cancers and other End stage diseases.
Palliation in pronunciation (PA-lee-AY-shun) is a Relief of symptoms and suffering caused by cancer and other life-threatening diseases. Palliation helps a patient feel more comfortable, improves the quality of life and plans' the end of life peacefully. But does not cure the disease.

Vascular Disease and Stroke (NPCDCS)
India is experiencing a rapid health transition with a
the rising burden of Non-Communicable Diseases (NCD) surpassing the burden of Communicable diseases likewater-borne or vector-borne diseases, TB, HIV, etc.
The Non-Communicable Diseases like Cardiovascular
diseases, Cancer, Chronic Respiratory Diseases,
Diabetes and other NCDs are estimated to account
for 63% of all deaths, thus making them the leading
causes of death. NCDs cause considerable loss in
potentially productive years of life. Losses due to
premature deaths related to heart diseases, stroke
and diabetes are also projected to increase over the
years. And control major NCDs,
The government is implementing the National
Programme for Prevention and Control of Cancer,
Diabetes, Cardiovascular Diseases and Stroke
(NPCDCS) in all States across the country with the
focus on strengthening infrastructure, development
of human resources, emphasis on health promotion,
population-based screening (age 30 years & above)
early diagnosis, management and referral. For activities
up to district level and below under NPCDCS, States
are given financial support under the umbrella of NHM.
The funds are being provided to States under NCD
Flexi-Pool through State PIPs of respective States/
UTs, with the Centre to State share in ratio of 60:40
(except for NE and Hilly States, where the share is
90:10).
Broad Activities permissible under NCD flexi-pool for
NPCDCS are as follows:
1) Health promotion including, IEC / BCC / SBCC
2) Screening and case detection including Population-
based screening
3) Management of NCDs
4) Integration with other programmes
5) Monitoring & Evaluation
6) Capacity Building and
7) Public Private Partnership
2. Up to District level interventions
In order to prevent and control major NCDs, the
National Programme for Prevention and Control of
Cancer, Diabetes, Cardiovascular Diseases and
Stroke (NPCDCS) is being implemented with focus
on strengthening of infrastructure, development of
human resource, emphasis on health promotion,
population based screening (age 30 years & above)
early diagnosis, management and referral. Under the
programme, NCD Clinics are being set up at District
and CHC levels, to provide services for common
NCDs (Diabetes, Hypertension and common Cancers
viz. Oral, Breast and Cervical Cancers). In identified
districts, Cardiac Care Units (CCU) and Day Care
Centres are also being set up for providing facilities
for emergency Cardiac Care and Cancer
Chemotherapy respectively. Intervention on COPD,
CKD and NAFLD are also included in the programme.
2.2 During the year 2020-21 (up to 31/03/2021): 684
District NCD Cells, 640 District NCD Clinics, 194
District Cardiac Care Units, 239 District Day Care
Centre for cancer patients, 5148 CHC NCD Clinics
are established.
